Public/Private Partnerships – Avoiding Utility Costs

Abstract
Worldwide, demands for new sources of water and the increased costs of treating that water lay a heavy burden on the local municipalities, government agencies, and customers. Increasingly, decision makers are looking at water demand management (conservation) as a means to address this problem, taking advantage of the private sector to optimize resources and support business performance. As a result, public/private partnerships for water demand management programs are on the rise. This paper uses examples from around the world to compare the costs of traditional supply options with water demand management alternatives, the private sector approach toward water demand management, and “performance based contracting”. |
